The Community Development Department (CDD) of the City and Borough of Juneau has a vacancy for a Building Inspector. This is a permanent, full-time position at 37.5 hours per week and great benefits. This is a flexibly classed position. The level at which the selected applicant is appointed will be based on the applicant’s qualifications.
BUILDING INSPECTOR I: $30.64 - $32.66 Hourly (DOQ)The level at which the selected applicant is appointed will be based on the applicant’s qualifications.
The building Inspector I position is the entry/trainee level, working under the direct supervision of the Chief Building Inspector to become familiar with the policies and procedures of the department in building code inspection and compliance. Incumbents receive instruction in building codes, inspection techniques, and permitting practices related primarily to single family and duplex construction. As incumbents develop skill and proficiency, supervision is relaxed, and assignments become more difficult.
Incumbents receive on the job and formal training for a period of one to two years. Upon successful completion of the training program, the incumbent will be eligible for promotion to Building Inspector II. The Building Inspector II position performs the full range of residential building inspections and plan reviews while receiving training in commercial and specialty inspections such as electrical, plumbing, mechanical, accessibility or other areas. The Building Inspector III is the journey level of the series, independently demonstrating capability in a full range of residential and commercial building inspection and plan review, including technically complex structures and specialty inspections in electrical, plumbing, mechanical, accessibility or other disciplines and including final inspections for occupancy.
Typical starting responsibilities may include the following: Inspection of residential and commercial projects for compliance with building, zoning, and related codes and ordinances; reviewing plans for building setbacks; scheduling follow-up inspections and reviews; preparing written lists of items of non-compliance with the codes and other correspondence and discussing them with senior inspectors and permit holders; approving issuance of simple building permits including placing conditions on permits and determining what type of inspections will be required; investigating reported violations, including researching files, records and codes, interviewing involved parties, visiting construction sites, writing reports of findings, and, after review by senior inspectors, discussing issues with permit holder, property owner or other appropriate party; observing and participating in pre? application conferences and shadowing the Inspector-on-Call in order to learn how to assist the public in code compliance; entering information into the computer permit tracking software; participating in public education programs on building code requirements.
The Building Inspector I will participate in video, on-line and paper-based courses, as well as shadowing senior inspectors to obtain education and training associated with construction techniques, codes and public relations. This position will work towards national certifications in building, combination dwelling, cross-connection control inspections and other related certifications.
Building Inspector II duties include performing the above tasks more independently; inspecting for and placing conditions on temporary and permanent residential Certificates of Occupancy; recommending approval or denial of applications for modification of residential code requirements; working with the Code Compliance Officer to resolve enforcement issues, and testifying in court as needed; reviewing new editions of the model residential building codes, recommending local modifications for inclusion in adopting ordinances, and suggesting changes to local adopted codes; may be assigned less complex commercial inspections and limited specialty inspections in electrical, plumbing, mechanical, accessibility or other disciplines.
The Building Inspector II will participate in educational and training programs to stay abreast of construction techniques, codes and public relations. This position will obtain a Combination Dwelling Inspector certification and strive to obtain other national certifications in building, plumbing, mechanical, electrical, combination dwelling, and cross?connection control inspections and in plan review.
The Building Inspector III duties include independently performing the above tasks, including reviewing the full range of plans and related documents of structures submitted for building permits for adherence to building codes and ordinances adopted by the City and Borough of Juneau. Lead duties include coordinating and evaluating the work of building interns and Inspectors in training, providing guidance, assistance and training as required; may assign daily inspections to appropriately qualified building Inspectors, including self, while considering time, location and travel involved in each inspection request.
The Building Inspector III will participate in education and training programs to stay abreast of construction techniques, codes and public relations. This position will maintain national certifications in building, fire, plumbing, mechanical, electrical, combination dwelling, cross-connection control inspections, plan review and other codes.

NOTE: As a condition of employment, at least one certification must be acquired within one year of appointment in the following: ICC - International Code Council, NFPA – National Fire Protection Association, or IAPMO – International Association of Plumbing, Mechanical Officials.
