Pay Range: $99,714 - $129,625 per year

Work Schedule: Full-Time

Location : Naval Shipyard, Portsmouth, VA

Duties:

  • You will provide assistance and technical guidance to other engineers/architects, or other NAVFAC business/support lines or functional areas as appropriate to execute Design and Construction (DC) projects.
  • You will monitor available project budget and time constraints and initiate appropriate planning and corrective action as necessary to ensure funding thresholds and impacts to operational needs are not exceeded.
  • You will prepare government position for contract negotiations or modifications to existing construction contracts.
  • You will manage multiple priorities and independently develop and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts.
  • You will provide and brief project status updates to senior personnel.

  • Occasional travel within CONUS/OCONUS may be required.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Note - If you respond "YES," you MUST provide a copy of your current registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  1. Applying advanced architectural/engineering methods and techniques to provide advice to junior and senior stakeholders responsible for broad construction program operations;
  2. Providing technical recommendations/solutions to complex problems encountered during the administration of construction contracts;
  3. Using automated systems to administer and evaluate construction contracts.

Education Requirement :

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

  • Bachelor’s Degree (or higher) in Engineering/Architecture ; or

  • Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE); Or Written Test:Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board; or

  • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A. (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. (above);

  • Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
