Job Description The Strategic Planner will support the Joint Modernization Command at Ft. Bliss, TX and perform tasks as directed by the Chief of STRATPLANS and/or JMC Command Group.
Serves as a Strategic Planner within Joint Modernization Command’s (JMCs) Strategic Planning Section (STRATPLANS) in direct support of the Command Group’s messaging to both internal and external stakeholders. Also, responsible for product development demonstrating Command Group messaging for external audiences to include Department of the Army leaders, Joint Services, Future Concepts Center, Army Futures Command, Congressional, and local leaders.
Job duties will include:
- Uses Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities and Policy format and experience with combined arms operations, current rules of engagement, doctrine and tactics to support the Army Modernization Enterprise (AME)
- Responsible for special projects as directed by the MSS Project Leader, Chief of STRATPLANS and/or JMC Command Team.
- Conducts liaison efforts (as necessary or beneficial to the command) with outside agencies to include: 1AD and Fort Bliss representatives, Army Futures Command, DA, and other external agencies as required.
- Assists other STRATPLANS teammates: Joint Visitor Bureau, PAO, Futures Writers and operations personnel as necessary to accomplish the mission.
- Participates in the planning, design and production of annual Joint Warfighting Assessment and PROJECT CONVERGENCE experiment branding and literature.
- Research, write, and edit insights reports for the commanding general based on senior leader observations in field experimentation exercises.
- Coordinate the publication of newsletters with the Center for Army Lessons Learned, as directed by the JMC chief of staff.
- Write high-level information papers and talking points to support associated executive-level briefings.
- Develop and manage products that directly enable Command Group Messaging.
- Attend section meetings and organizational meetings for synchronization as required.
- In conjunction with the section Public Affairs Officer (PAO) track internal and external communications and effectiveness.
- As required, prepare the organizational framework to facilitate strategic planning sessions.
- Assist with planning, preparing and managing Distinguished Visitor (DV) engagements.
- Develop and manage topical briefings for both internal and external audiences.
- Maintain STRATPLANS historical product repository through the organizational SharePoint site.
- Provide inputs and outputs for post exercise or assessment reporting tailored to and for senior-level leaders.
- Coordinate with local community leaders and businesses as required to provide organizational information and facilitate resources in support of DV engagements.
- Reviews and edits draft and current versions of relevant briefings and associated products.
- Provides input to In-Progress Review (IPR) sessions as required to support organizational key events.
- Develops and manages content for organizational “All Hands” and “Newcomer’s” briefings.
- Extends influence across the command to coordinate for information, resources and the assistance required to support high-level communications product development.
- Works independently and leads the implementation of logistics disciplines.
- Travel Requirements: 25% to CONUS and OCONUS locations
Job Requirements - Minimum two (2) years of directly related experience.
- At least two years of Brigade level and higher joint exercise planning and two years’ experience in integrating Live, Virtual and Constructive Federations that include Coalition and Joint Forces.
- ILE/CGSC graduate preferred
- Command and General Staff College graduate preferred.
- Bachelor’s degree required. Master’s degree preferred.
- Secret Security Clearance required.
- U.S. Citizenship required.
- Knowledge and experience conducting Joint and Multinational operations.
- Familiarization with Future and Concepts Center, Army Futures Command, and the Army’s force modernization process.
- Expertise in planning and executing brigade, division, corps, or Joint / Multinational operations/training exercises.
- Familiar with planning and executing training exercises utilizing an integrated live-virtual-constructive simulation training environment.
- Experience creating strategic messaging and translating vision into practical language
- Experience preparing briefings and presenting to general officers/flag officers.
- Ability to collaborate in a matrix type organization comprised of uniformed personnel, DA civilians and government contractors
- Mastery of MS Office software, e.g. Outlook, Excel, Power Point, etc.
