Job Description

ATA Services, Inc. is a temporary staffing agency in Albuquerque, NM our biggest client is the State of New Mexico and at this time we’re looking to hire a Subgrant Analyst to perform duties in the Grants Management Bureau in Santa Fe, NM.

Start Date: ASAP

Pay Rate: $29.99 per hour with weekly pay

Schedule: Full time – Monday thru Friday; 8:00am – 5:00pm

Location: In-Office in Santa Fe, New Mexico

Assignment Duration: 3 months and then on a month-to-month basis

Requirement: Candidate must have SHARE and Procurement experience at the state level.

Job Duties:

  • Provide sub-grant administrative functions within the Grants Management Bureau
  • Responsible for review of Requests for Payment and Requests for Approval.
  • Process purchase request, purchase orders, and dis-encumbrance.
  • Provide analysis on expenditures and revenues for operating business units.
  • Ensure the proper operating business units are used.
  • Provide technical assistance to subrecipient related to their subgrants (i.e. Requests for Approvals (RFA) and Requests for Payment (RFP) submittal).
  • Perform subrecipient monitoring activities including virtual and/or on-site visits.
  • Assist with review of grant applications and validate information provided to ensure completeness.
  • Prepare and send award letters, grant and/ or sub-grant agreements.
  • Ensure receipt of financial progress reports.
  • Collaborate with the staff in other DHSEM Bureaus on matters concerning sub-grants.
  • Providing technical assistance to counties, municipalities, and pueblos regarding sub-grant matters.
  • Ensure all sub-grant agreements are executed timely and distributed to subrecipient.
  • Verify compliance on Annual Single Audit submissions by local and tribal jurisdictions.
  • Ensure federal required tracking numbers are valid, up to date and are in good standings with the Federal Government.
  • Provide assistance with grant and sub-grant information requests.
  • Maintain files (paper and electronic) for grant, match funding and state management cost with all required documentation; and
  • Provide back-up documentation for the sub-grants and grants close-out process.

Qualifications:

Candidate must have SHARE and Procurement experience at the state level.

Two-year accounting degree or equivalent. Desirable: Bachelor’s degree; seminars or courses in grant administration and accounting3 to 5 years accounting, budget management or related experience.

Must be an experienced user with Microsoft Word and Excel; advanced database skills.

Experience with grant management.

Knowledge, Skills and Abilities:

Excellent communication skills, both written and oral

Ability to communicate processes and procedures required in grant

administration and management.

Ability to manage multiple projects, to anticipate information needs of faculty and

staff related to grants, and to respond to new situations.

Must possess a high level of accuracy and be detail oriented.

Excellent interpersonal, problem-solving and organizational skills.

Ability to learn new software and technologies quickly.

Knowledge of basic accounting skills; knowledge of Federal grant accounting standards is a plus.
